Philo B. Hall was born in Connecticut in September 1800, the son of Eli W. Hall. In 1818, he was apprenticed to Liba Blakslee of Newtown, Connecticut, a gold- and silversmith and clock repairman. Hall later lived in Nettle Hill, New York, before moving to Elba, Michigan (near Manchester, Washtenaw County), where he worked as a farmer.
